Description:Hart Energy Consulting is seeking a Director, Latin America to join our team in the Houston, Texas office.  The appropriate candidate for the position is a knowledgeable, personable, detail oriented self-starter, who has strong communication and analytical skills. Experience with and knowledge of fuels, including biofuels and next-generation renewable fuels, fuel quality, including specifications and standards, production, and relevant policy issues are required.  The successful candidate must be fully fluent and proficient in Spanish and Portuguese and should have at least 5-10 years appropriate experience. 

The primary responsibility of this position is to ensure complete coverage and integrity of the Latin American data for the International Fuel Quality Center (IFQC), Global Biofuels Center (GBC) and the Alternative Fuels Service (AFS). The director is responsible for drafting, consolidating and maintaining regional workplans and for coordinating workload of the research staff in the region, including reviewing their reports, presentations and consulting projects. The director would also contribute content to the services as well as to consultancy projects and retainers as needed. 

The director would also be a key interface with clients in the region, and those with questions about developments in the region. 

The position reports to the Assistant Vice President.


Draft, consolidate and maintain regional plans, coordinate workload amongst staff in Team Latin America and review their reports, presentations and consulting projects.

Perform market analyses including evaluating industry trends, developing supply and demand projections and pricing models as needed.

Monitor and analyze all public policy and market news and events in Latin America countries related to transportation fuels, biofuels, alternative fuels and vehicles and other transportation industry issues.

Primary subject content includes fuel quality specifications; vehicle emission standards; biofuel production capacity and technology; market trends and policies for biofuels and alternative fuels; fiscal and trade policies for biofuels and alternative fuels; biofuel feedstock sources.

Secondary subject content include vehicle fuel efficiency standards and policies; vehicle emission technology and inspection programs; fleet information; and infrastructure.

Tertiary subject content include refining and refining technology; and, air quality and climate change issues.

Report, update and maintain, on a timely and regular basis, information for inclusion in Latin American portion of the IFQC, GBC and AFS websites. Include in submission all pertinent information on Latin American policies and mandates, regional and country activities and events in all of Latin America as well as pertinent business and technology information. This information should come in the form or include flash reports, what's news, press releases, country reports, fuel specifications database, biofuels capacity database, studies and reports, industry events and other pertinent types of information for inclusion in the site. Also, this information should be used to support development of IFQC, GBC and AFS products including and beyond the websites, such as special reports, quarterly reports, briefing and webinar materials, presentations, consulting projects, special products and multi-client studies under the Hart Energy Research group e.g. Global Biofuels Outlook (GBO), World Refining & Fuels Service (WRFS).

Provide timely and accurate analysis of information on Latin America to existing IFQC, GBC and AFS members in client queries, as well as to the Hart Energy Consulting and Research teams, as and when required on their internal research or outreach to clients. Provide client outreach and maintain members primarily based in the Latin America region especially Chinese speaking clients.

Assist in organization of client events and Hart Energy Conferences as directed, with coordinator responsibilities for briefings held in Latin America and other areas as directed.

Represent Hart Energy at conferences as requested, with Latin American conferences being the focus. Prepare and deliver presentations and papers as events and opportunities warrant and directed and approved by senior Hart Energy management.

Qualifications:Minimum qualifications: Masters degree with specialization in engineering, energy/environmental policy or similar field. 

 5-10 years relevant experience in the biofuels, fuels and refining sector, automotive industry and transportation sector.

Skills in communication, oral and written in the English, Spanish and Portuguese languages, including conveying information effectively; writing and editing as appropriate for preparing staff analyses and reports for the services and clients.

Demonstrated management experience, both of people and projects. Must have strong interpersonal skills and the ability to communicate proactively and effectively to staff and management.
